League Rules
   

Rules

All official Softball Canada rules apply except those listed below.

1.    Umpires decision on rule definition is final.

2.    All teams will be required to bat their own balls

3.    Any team caught with alcohol at the diamonds will be out of the league immediately.  Any money paid to the league will not be refunded.

4.    If for any reason an umpire has to throw a player out of a game for misconduct that player is suspended from playing until the executives meet with the umpire and the party involved.  This may result in the player being kicked out of the league.

5.    All equipment must follow the Softball Canada and Amateur Softball Association of America regulations.  Failure to do so could cost you the game and the remainder of your games.  Anyone caught using non approved bats will have the bat taken for the remainder of the game and the person using it called as an out.  Any team caught using non approved balls will take the game as a loss. 

       Any team caught more then once using non approved equipment will have the $75 performance bond fined, have to pay it back before their next game and take all previous games as losses!!  The insurance does not cover any player or team using non approved equipment and will result in the league losing their insurance coverage which will mean no more QCMSL in the future.

  1. Pitch runners will only be used when the original batter gets hurt during the game.  NO pitch runner is allowed for the catcher, in the rule book it states that one is to be used but that is for time purposes and we have lots of time to play.  This decision was made in 2004.

  3. Absolutely NO JEWELRY of any kind is allowed to be worn, if you have earrings that can not be taken out they must be covered with tape.  Please notify all players, any player caught playing with Jewelry will be an automatic out.  This is for insurance & safety purposes.

Pitching

1.    No arc is required. No whip/windmill/backspin allowed. Pitchers arm must not be higher than their shoulder. Ball must be visible at all times.

2.    Pitching mound is 43 feet from home plate.

3.    Ball to be no more then .47 core

Number of Players

1.      Min. 3 females, max. 7 males.

2.      Playing with less than 10 is allowed BUT 3 must be female or an out MUST be recorded                                             where the 3rd female would be batting.

3.      You can start with 8 players anyone entering the game after the initial start must play in  

        in the field first.

Lineups & Substitutions

1.    Your initial batting lineup may come out and re-enter the game as often as you want providing they are in the same place in the batting order. Any subs (not one of the original 10), can go out, but once they come out of the game, they are done.

2.    The home team is responsible for the official score sheet which must be signed by the umpire after the game then submitted to Denise upon request.  The score sheets for each team MUST contain first and last names.

 

Rescheduling Games

1.    To reschedule a game, you must give 2 days notice to the other team/umpires & Denise or the game will be defaulted, score of 7-0 and a $78 fine for games at Riffle & $35 fine for games at Rambler .   Home team MUST CALL Denise 737-0396.   The fine also comes into effect if your teams fails to show up for a scheduled game.

2.    Any games not played by July 14 will be a 0-0 tie.

3.    To obtain an umpire for a rescheduled game, you must provide 2 days notice to the umpires. Rescheduled games are NOT guaranteed to have an umpire.

       4.   If it has rained and you are not sure if your game is still on please go the City of Regina   
             web page www.regina.ca, go to the Athletic Fields section on the main page and it will  
             tell you if the diamond at Riffle is closed, if it just states the athletic field then that does 
             not apply to the actual diamond.  As for Rambler, chances are good that if Riffle is closed 
             then it should be to. I will try and call you on those days providing I am in the city.  If it 
             starts to rain before a game and you are not sure if you are to play, please have 
             your team at the diamond ready to begin and the umpire will make the call.

League Business

1.    All games must begin at 6:30 sharp. If a team cannot field, the game is defaulted and the score entered as 7-0. There is a time allotment of 15 minutes.   When the day’s begin to get shorter the games will begin at 6:15 sharp.  You will be notified by e-mail when this takes effect. If there are double headers to be played the time allotment will be 10 minutes.

2.    Game results are to be e-mailed to Denise after each game by the home team, you can do this by clicking E-Mail Scores at the top of the league web page.

3.    Team rosters must be submitted to the league for insurance purposes by May 26th.

        Team rosters can be dropped off in Denise's MAIL BOX she will email you the address.

4.    All score sheets must have the players first and last name on the score sheet due to insurance regulations.

5.    League meetings are mandatory. Failure to provide team representation at a meeting will result in a $25 fine from their performance bond

Playoffs

1.    Players must be on the team roster to qualify for playoffs

2.    Non-roster players used in the playoffs will cause game to be defaulted. Teams using non-roster players will be fined the remainder of their performance bond.

3.    Teams must play 80% of their games to qualify for the playoffs.

4.    Changes can be made to the roster until June 30th due to players moving, injured, etc, not for insurance purposes though.

5.    Potential dates that may conflict your team turnout during playoffs must be forwarded to Denise by July 10. The League will ATTEMPT to accommodate.

Accidents and Alcohol

1.     The City of Regina and the League:

  Do not condone or permit alcoholic beverages to be consumed on or near City owned diamonds.  The City & the league can not be held liable for claims arising out of the use of the diamonds
